Good deliberation is not a vote. It is structured disagreement, and here is the transcript to prove it.

The memo hid the best part
You have run strategic-council and you have read its memo. You have not seen the argument that produced it. This issue I open the transcript.
Issue 3 handed you the output: a decision memo from the strategic-council run, four rounds, about sixteen minutes, the auto-deploy question answered with the dissent still bolted on. Issue 4 opened the profile and showed you the assembly that made it. What neither did was show you the sixteen minutes themselves. The memo is the summary a clerk writes after the fact. The transcript is the trial.
What follows is the real run, annotated. The internal infrastructure specifics are abstracted, because this argument is grounded in genuine deploy history I am not going to reprint. But every quote is the agent's own words. Watch the room, not the answer, and count how many times it changed its mind on the record.
Tension Pairs: disagreement by construction
Issue 3 glossed Tension Pairs and pointed here. This is the payoff.
A Tension Pair is two agents the profile sets in structural opposition, so the disagreement is designed, not hoped for. strategic-council declares its pairs in the profile file, and the live one for the auto-deploy decision is [catalyst, sentinel]: velocity against blast radius. Catalyst carries a speed-and-monetization bias and treats the approval queue as pure cost. Sentinel carries a protection-and-durability bias and treats every autonomous ship as a loaded gun.
The conflict was in the config before the run started. Sentinel walked in with a hard durability threshold:
instant-revoke has been fire-drilled AND autonomous ships are instrumented so autonomous-CFR is measurable.

Catalyst walked in from the opposite corner. In its own summary at the close: "I came in to defend velocity." Two required seats, two incompatible defaults, aimed at each other by the assembly. Nobody prompted them to disagree. The profile guaranteed they would.
That guarantee is the whole point. A room stocked with agreeable agents produces an agreeable answer, and you cannot tell an agreeable answer from a correct one. The pair exists so the decision has to survive a fight.
The pivot: evidence reorders the room
Then the Auditor spoke, and the fight stopped being about velocity versus safety.
The Auditor's job is institutional memory, and it brought evidence from the team's own deploy history that the tool's success signal could not be trusted. One line carried the whole run:
Our own deploy tooling's success signal is documented as unreliable. Everything else is downstream of that.

Read that, then watch what a real deliberation does with it. The specialists did not defend their turf. They withdrew.
Auditor's receipts gut my Round 1 threshold, and I'm not going to defend it. ... every number downstream (CFR, revert-success, calibration) is computed from a liar.

the Auditor's receipts reorder my sequence, and I'll say so out loud. My Round-1 threshold is withdrawn.

Three specialists reordered their positions on the record in a single round, and you just read them do it. This is what it looks like from the inside: specialists naming out loud that their own earlier position rested on an assumption the evidence had just killed. Sentinel, the brake, was among them. That is what structured disagreement buys you: minds change on evidence, visibly, with the old position left on the record so you can see the turn.
A single model asked to role-play a debate smooths instead. It reaches the tidy answer and reverse-engineers the agreement. Here the room broke its own consensus because one agent brought receipts.
The Provocateur and premature closure
Now the seat the profile saves for last.
The Provocateur is the assumption-breaker, and it carries structural_advantage: speaks-last in the profile. That is a real field, and it is a hard contract: its input is everyone else's output. It cannot fire early. Whatever agreement the room drifts toward has to form fully before the Provocateur gets to hit it. The seat exists to prevent premature closure, to stop the room declaring victory before the argument is actually done.
The counter-intuitive part is why speaks-last is not just "always object." By the final round the room had converged on a bounded plan. A Provocateur running on reflex raises the bar one more time. This one did the opposite:
I'm supposed to be the one who keeps raising the bar. I'm going to do the opposite, because Catalyst caught something real and pretending otherwise would be cowardice dressed as rigor.

It had spent the earlier rounds ratcheting. One detection layer became two, green tests became adversarial ones, then an independent channel. And it named its own ratchet as the failure mode:
A Provocateur who cannot name a stopping rule is not protecting the system. He is the bottleneck.

Then it reframed the bar: the target is not "perfect detection," it is "provably better than the gate it replaces." Speaks-last is not a license to escalate forever. It is the authority to prevent premature closure, and, when the closure is actually earned, to say so and stop. It ratified a consensus instead of gold-plating it. That is harder to get right than objection, and the seat is built for exactly that judgment.
Synthesis, not averaging
This is the definition Issue 3 owed you.
Synthesis is not the Arbiter splitting the difference. If the Arbiter had averaged, it would have landed somewhere between "ship now" and "never ship," which is mush that satisfies no one and ships nothing. It did the opposite. It held a position and preserved the dissent that never resolved.
The held position came from the convergence Catalyst forced:
config flags are the one class where full rigor collapses to something cheap, because the revert is a verified boolean flip, not a redeploy.

That gave the Arbiter a bounded stopping rule: build a ground-truth verification floor first, then grant autonomy to one carved-out class of reversible config flags behind a closed set of requirements, and keep schema and infra human-gated.
And it kept the disagreement that did not close. The room narrowed how adversarial the proof had to be but never fully settled it; back in Round 2 the split was at its sharpest:
N green game-day passes proves only the happy path ... it's N forced-failure drills where rollback must win a race against a deliberately wedged deploy, or "proven kill-switch" is just a faster lie.

Nor did it settle feasibility. The Provocateur flagged that as the memo's central contingency:
the stopping rule is finite and agreed; whether the minimum fits one quarter is unverified because the execution voices were absent.

Averaging would have buried both. Synthesis kept both attached to their authors and flagged as unresolved. The memo you read in Issue 3 has a whole dissent section for exactly this reason: a held position with the live disagreement preserved next to it. That is synthesis. Anything that comes out clean has been laundered.
Why consensus is a failure mode
If this room had agreed in round one, it would have shipped. And it would have shipped on the exact assumption the Auditor's evidence killed: that the deploy tool's "done" means done. Every velocity-and-safety position took that signal on faith. The Auditor was the one that didn't, and that lone dissent is the only reason the final plan is built on ground truth instead of a lying gauge.
That is the case against consensus. Round-one agreement feels like efficiency. What it actually buys you is a fast ship straight onto the blind spot every agent shared. Strip the argument out and you strip out the step that caught the lie. The disagreement is the product.
A council that agrees in the first round did not deliberate. It coordinated.
The transcript is what the models actually said to each other before anything got smoothed. You cannot find this argument by reading the profile. The file lists the agents, the pairs, the speaks-last seat. It does not contain the moment Sentinel conceded or the moment the Provocateur refused to escalate. The file holds the structure. Running it is what turns the structure into an argument, and the argument is where the decision lives.
